Burlingame’s City Council is scheduled to confer with legal counsel Monday, Nov. 2, on eight existing lawsuits and 18 claims listed under anticipated litigation, according to the closed-session agenda.
The session begins at 6:15 p.m. in Conference Room B at Old Burlingame City Hall, 501 Primrose Road. The legal discussion will take place behind closed doors.
Among the lawsuits is Fang et al. v. City of Burlingame, San Mateo County Superior Court Case No. 26-CIV-01790.
Xiaoming Fang and Ting Ting Liu filed suit March 12 over the death of their 4-year-old son, Ayden Fang, who was struck by a vehicle on a Donnelly Avenue sidewalk Aug. 8, 2025, KQED reported.
Their lawsuit alleges that a parked SUV obstructed the driver’s view as she left a parking lot. It says the city prohibited parking in that space after the crash. These are allegations, not court findings.
The agenda also lists seven other existing cases:
- Etzel Williams III et al. v. Peninsula Corridor Joint Powers Authority and City of Burlingame, Case No. 22-CIV-03763.
- Neville v. City of Burlingame, Case No. 25-CIV-05067.
- Papers & Petals v. City of Burlingame, Case No. 24-CIV-08273.
- Powlen v. City of Burlingame, Case No. 26-CIV-03678.
- Wilson v. City of Burlingame, Case No. 26-CIV-04802.
- Yagudaeva v. City of Burlingame, Case No. 26-CIV-04254.
- Mercury Insurance Co. v. City of Burlingame, Case No. 26-CIV-05323.
The council will also discuss 18 claims under the agenda’s anticipated-litigation section. Claimants include Balfour Beatty Infrastructure Inc. and Lexington Insurance Company. The agenda does not describe the underlying disputes.
