Burlingame's City Council will go behind closed doors Tuesday, Sept. 8, to discuss the Bouri v. City of Burlingame lawsuit.

The council scheduled a 6:45 p.m. closed session in Conference Room A at City Hall, 501 Primrose Road, to confer with legal counsel on the civil case, filed in San Mateo County Superior Court in 2024 under Case No. 24-CIV-06602. The city's meeting agenda lists the lawsuit as the sole closed-session item. The regular council meeting follows at 7 p.m.

The case details remain unknown.

The city has not issued any public statement about the litigation. Court records do not provide additional detail on the nature of the claims.

Tuesday's session is not the first time the council has taken up the case privately. The lawsuit also appeared on the council's March 16 closed-session agenda, listed alongside six other active lawsuits against the city. Those cases included filings by Chengguo Dong (2021), Michael Mitchell (2022), Etzel Williams III against Caltrain and Burlingame (2022), Brian Patrick Wynn (2025) and Stephen Neville (2025), along with a 2024 complaint by Papers & Petals.

Under California's Ralph M. Brown Act, closed sessions on existing litigation allow the council to confer with its attorneys without public disclosure. Any reportable action taken during the session must be announced at the open meeting that follows.

All five council members are listed on the Sept. 8 agenda: Mayor Michael Brownrigg, Vice Mayor Andrea Pappajohn and council members Donna Colson, Desiree Thayer and Peter Stevenson.
