A five-story, 87,307-square-foot commercial building proposed for 1430 Chapin Ave. heads to the Burlingame Planning Commission on Monday, Oct. 26.

The project would require an amendment to the Downtown Specific Plan to increase maximum height in the Chapin Avenue Commercial zoning district. It also needs major design review, a special permit for building height, a condominium permit, a transportation demand management plan and a lot merger and tentative condominium map, according to the commission’s agenda.

Staff is not recommending project approval Monday. Senior planner Erika Lewit recommends the commission continue the item to the Nov. 9 hearing. The agenda does not state a reason for the delay.

The 0.70-acre site would include partially below-grade parking and two public plazas. Neal Yung of developUrban is the applicant. JP Morgan Chase Bank, N.A. owns the property. Bryce Tolene of Lever Architecture designed the building.

Three residential projects also up for review

Commissioners will also consider three single-family residential projects, all with staff recommendations for approval with conditions:

305 Concord Way: A 743-square-foot first- and second-story addition to an existing 2,190-square-foot home on a 5,000-square-foot lot. Property owners Scott and Joy Dario are working with designer Tim Raduenz of Form One Design. Staff member Catherine Keylon recommends approval.

1228 Drake Ave.: A new 3,001-square-foot, two-story home with a second-story balcony and attached garage on a 6,000-square-foot lot. Architect James Chu of Chu Design & Associates designed the project for property owner Mickey Ou. Associate planner Emma Goldsmith recommends approval.

1015 Cortez Ave.: A 1,762-square-foot first- and second-story addition to an existing 1,219-square-foot home, plus a new 353-square-foot detached garage, on a 5,899-square-foot lot. Chu also designed this project for property owner Andy Tan. Goldsmith recommends approval.
