Burlingame's Planning Commission will vote Monday, Sept. 28, on whether to recommend a General Plan amendment updating the city's health and environmental justice policies.

The amendment would revise Chapter IX of the General Plan, known as the Healthy People and Healthy Places Element. The chapter also serves as Burlingame's Environmental Justice Element, according to the meeting agenda. Staff recommends the five-member commission, chaired by Walker Shores, approve the update and send it to the City Council for adoption.

Community Development Director Neda Zayer and Economic Development and Housing Specialist Joseph Sanfilippo will present the item. At the July 13 meeting, Zayer told commissioners the draft update "is available in the city website for review." The commission has had roughly two and a half months to study the document since then.

The commission has already moved other General Plan chapters through the same process. On April 27, commissioners voted 5-0 to recommend updates to Chapter VII, the Infrastructure Element, and Chapter VIII, the Community Safety Element, according to meeting minutes.

The specific policy changes in the Chapter IX update are not detailed in the published agenda. The full staff report and draft chapter are listed as attachments.

Three homes also on the docket

The commission will also review three single-family home projects in R-1 residential zones.

1228 Capuchino Avenue. A proposed 3,012-square-foot, two-story home with a detached garage on a 5,998-square-foot lot. Architect Song Gao of Arcus Architecture + Planning designed the project for property owners Irina and Boris Reykhel. Staff recommends approval.

1838 Loyola Drive. A proposed 3,115-square-foot, one-story home with an attached garage on a 7,814-square-foot lot in the Hillside Overlay District, requiring a Hillside Area Construction Permit. Designer James Chu of Chu Design & Associates prepared the plans for owners Yin Kwan Tam and Alfred Lee. Staff recommends approval.

1437 Cabrillo Avenue. A 1,392-square-foot addition to an existing 1,613-square-foot home on a 6,000-square-foot lot. Architect Mark Brand of Mark Brand Architecture filed the application for owner Kieran J. Woods. The project requires a special permit for height and variances for front and side setbacks. The agenda includes revised plans and a response letter, indicating the project returned after a prior hearing. No staff recommendation is stated in the published agenda.

All three residential projects are exempt from state environmental review.

The hearing starts at 7 p.m. in the Council Chambers at Burlingame City Hall, 501 Primrose Road. Residents can also watch via Zoom (meeting ID 882 2623 1984, passcode 286879), but public comments through Zoom are not permitted. Written comments must be emailed to [email protected] by 4 p.m. the day of the meeting.

Any commission action is appealable to the City Council within 10 days. If no appeal is filed by 5 p.m. Thursday, Oct. 8, the decisions become final.
