Hillsborough's Architecture and Design Review Board will consider seven residential projects Monday, August 3, including a continued review of an 11,299-square-foot Contemporary home on Uplands Drive that drew neighbor complaints about privacy screening at the board's June 16 meeting.

The ADRB meets at 4 p.m. in Council Chambers at Town Hall, 1600 Floribunda Avenue, according to the meeting agenda posted by the town. The session is also available via Zoom (Meeting ID 836 6868 1547, Passcode 977086) or by phone at +1 669 444 9171.

It's a full docket: two consent calendar items, two formal reviews, and three preliminary reviews. The board did not meet in July, so Monday's agenda includes approval of minutes from its May 4 and June 15 sessions.

The continuance: 210 Uplands Drive

The highest-profile item is a continuance for a proposed new 11,299-square-foot, two-story Contemporary residence on a 1.8-acre vacant lot at 210 Uplands Drive. The applicant, the Goldstein Trust, working with Nobili Marques Arquitectura and ACLA, was asked at the June 16 meeting to revise the landscape plan after neighboring property owners raised concerns about screening and privacy. The board will review the updated plans Monday.

Historic property addition: 2900 Ralston Ave

Also up for formal review: a two-story addition with basement at 2900 Ralston Avenue, a home designed by noted architect Angus McSweeney in 1933. Applicant Lawson, represented by Charlie Barnett Associates, proposes adding 2,481 square feet to the existing 10,061-square-foot residence. The project includes removal of one protected tree.

Three demolition-scale projects in preliminary review

Three preliminary reviews involve new construction at a scale that requires ADRB sign-off:

  • 130 Reservoir Road: Applicant Kazoku (Richard Beard Architects) seeks to demolish a 1961 home and build a new 10,408-square-foot Georgian-style residence on a two-acre lot.
  • 88 Lookout Road: Applicant Quan (Nick Lee Architecture) proposes a 7,918-square-foot Modern-style home on a newly created vacant lot.
  • 2480 Summit Drive: Simon Construction MGMT (architect Eric Keng, DL Architecture & Planning) plans a teardown/rebuild, classified as such because more than 50% of existing exterior walls would be removed, for a new 5,524-square-foot Modern-style home. A proposed 976-square-foot ADU is under separate review.

Two smaller projects are on the consent calendar, meaning staff recommends approval without extended discussion:

  • 540 El Cerrito Avenue: A 758-square-foot, three-car garage addition to a 1951 Colonial-style home (applicant William H. Bexton, Bexton Associates).
  • 933 W Santa Inez Avenue: A 1,014-square-foot second-story addition to a property that has undergone a historic resource evaluation (applicants Vartanian/Boladian, Studio Miers | Chou | Poon).

How to weigh in

Under Hillsborough's rules, any addition exceeding 500 square feet, any new structure over 8,000 square feet, and any new single-family residence require ADRB review. The board is chaired by April Filer, with members Yuvi Gill, Breigh McCall, Bill Neidig, and Matt Ken.
